What is a service cost settlement?
A service cost settlement provides an overview of all service charges and utility costs incurred during your tenancy in 2025. It includes a detailed breakdown of expenses and explains how these costs were calculated.
Why do I receive a service cost settlement?
In the Netherlands, rent is regulated and divided into base rent and service costs. Alongside your base rent, you pay a monthly prepayment that covers:
- Shared facilities and services
- Utility costs (gas, water, electricity)
Each year, Xior Student Housing compares your prepayments with the actual expenses incurred. The settlement ensures transparency and helps you understand how these costs were allocated.
What does the service cost settlement include?
1. Service charges
- Residence manager
- Cleaning of communal areas & window cleaning
- Small maintenance & repairs (e.g., gardening, 20% of 24/7 maintenance contracts, security)
- Glass insurance
- Municipal taxes/levies (waste charges, water treatment levy)
2. Energy charges
- Heating (communal areas + individual unit)
- Electricity (communal areas + individual unit)
- Water (communal areas + individual unit)
3. Prepaid amenities
- TV and/or internet
- Furniture and soft furnishings (if applicable)
- Laundry service (if applicable)
How are service charges calculated?
Service charges are calculated based on your proportionate share of the total cost, taking into account the number of days you stayed in the residence.
Example (hypothetical):
- Total cost (A): €1,000
- Number of units: 100
- Your unit share (B): 1%
- Your stay (C): 334 days → 91.5% of the year
- Your share (D): 1% × 91.5% = 0.915%
- Your cost: €1,000 × 0.915% = €9.15
How are my utility costs calculated?
Utility cost calculations depend on the setup in your residence. Below is a summary of the most common situations.
Individual heating (gas)
- Individual gas connection: actual usage is charged.
- Certified metering system (ista/Techem): actual usage is charged.
- No individual connection or metering:
- 35% fixed costs divided equally across units
- 65% variable costs based on unit surface area (m²)
Communal heating (gas)
- Dedicated communal gas connection: communal usage divided equally across units
- Certified metering system: communal usage divided proportionally
- No connection or metering: total cost divided equally across units
Individual electricity
- Individual electricity connection: actual usage
- Certified metering system: actual usage
- No connection or metering: total cost divided equally across units
Communal electricity
- Dedicated communal connection: communal usage divided equally
- Certified metering system: communal usage divided proportionally
- No connection or metering: total cost divided equally
Individual water
- Individual water connection: actual usage (if reliable meter readings exist)
- No individual connection: total water cost divided equally
- No adequate meter readings: standard regulatory cost applied
- Average use: 46 m³
- Tariff: €1.21 per m³
- Standing charge: €68.92 (if applicable)
What does ista/Techem provide?
ista is a certified specialist in metering and invoicing energy consumption in buildings with shared installations. They provide:
- Metering infrastructure
- Meter reading registration
- Meter maintenance
- Preparation of individual settlements

When can I expect my settlement?
We are currently finalizing all service cost settlements. Over the coming weeks, you will receive:
- Specification document – detailed breakdown of your settlement (not the invoice).
- Presentation session – held in your residence or city to explain the settlement and answer questions.
- Final invoice – sent after the presentation.
I can’t pay my bill — what should I do?
